Massachusetts (Overturned)

The Massachusetts Constition, Articles of Amendment, Section XX states: "No person shall [have the right to vote, or] be eligible to office under the constitution of this commonwealth, who shall not be able to read the constitution in the English language, and write his name." This 1975 law was effectively superceded by the multilingual voting provisons of the Voting Rights Act. In 2002, Massacusetts voted in a statewide referendum to repeal its 1971 bilingual education mandate, a mandate which was the first enacted by any state.
